Methodology
This ranking is generated directly from PlainCarbon's states dataset at the time you load the page, no figure is hardcoded, and the table updates automatically whenever the underlying U.S. Environmental Protection Agency (EPA) data is refreshed.
Coverage and exclusions: records with no reported emissions are excluded from this ranking rather than shown as zero. The EPA occasionally withholds individual facility values for confidentiality or data-quality reasons; those records are left out of this ranking rather than displayed as zero. If the EPA later revises a figure, the revised value appears here automatically the next time PlainCarbon's data is refreshed.
Source and update cadence: this data comes from the EPA Greenhouse Gas Reporting Program (GHGRP), which publishes updated facility-level emissions annually. PlainCarbon pulls each new release, checks it for consistency, and replaces the prior dataset so every page reflects the latest published figures.

What this analysis cannot tell us
State-level totals aggregate Scope 1 emissions reported by facilities physically located in each state, regardless of where the consumed energy ultimately serves customers. States with large in-state electricity generation (Texas, Louisiana, Pennsylvania, Ohio, Florida) accumulate large emissions because the generation occurs there even when much of the electricity is exported to neighboring states. State totals are not population-adjusted, large industrial-base states naturally accumulate more total emissions than small-population or service-economy states. The GHGRP captures direct facility emissions of at least 25,000 mt CO2e per year; small commercial buildings, vehicle fleets, residential heating, and agricultural emissions are not in the frame. Cross-state comparisons should account for differences in industrial mix (refining-heavy versus service-heavy economies) and electricity-grid composition.
