What "cleanest" means in this dataset

This ranking surfaces U.S. companies whose annual reported greenhouse gas emissions have fallen the most between their first and most recent GHGRP reporting years. "Cleanest" in this framing means biggest absolute reduction in tonnes of CO2-equivalent per year, not lowest emissions overall. A utility that ran 80 million tonnes in 2011 and 30 million in 2023 still sits well above the GHGRP threshold, but its 50-million-tonne annual reduction represents one of the largest decarbonization deltas in the federal industrial reporting record.

Reductions on this list are driven primarily by coal-to-gas fuel switching in the electric power sector, planned retirements of coal-fired generation capacity, energy-efficiency investments at large industrial sites, refinery flare reduction programs, and divestiture of high-emission assets to other owners. We do not, in this ranking, attempt to distinguish these drivers from one another; the company detail page surfaces facility-level closures and sales where the GHGRP data makes those events visible.

Methodology details

For each company, we compute (earliest reported annual emissions) minus (latest reported annual emissions). To qualify for this ranking, a company must have at least two reporting years on file and an initial annual figure above 1 million metric tons CO2-equivalent. The 1-million-tonne floor exists because percentage reductions from very small bases are easy to inflate and not informative for sector-wide decarbonization analysis. The company must also still appear in the most recent reporting year, companies that completely exited GHGRP reporting (sold all reporting facilities or shut them down) are not credited as "reducers" because their decline is a reporting boundary change rather than an operational improvement.

Reductions may reflect divestitures, restructuring, or facility-level shutdowns rather than direct decarbonization investment. A utility that sold a coal plant to a smaller operator will show a reduction on this list while the underlying tonnes simply moved to a different parent company. This is a real-world structural pattern in U.S. power markets and we surface it transparently: the buyer of the divested asset will, in many cases, appear on the top-emitters ranking in the years after the sale.

How to read this list

The "earliest" column shows the company's first reporting year on file with the corresponding annual tonnage; the "latest" column shows the most recent year. Industry classifications follow EPA subpart designations (Subpart D for electricity, Subpart W for petroleum & natural gas, etc.) rather than NAICS. Click any company name to see its full reporting history, facility list, and sector mix, along with links back to the underlying EPA FLIGHT records for verification.

This view complements the cumulative top-emitter ranking. A company can appear on both lists simultaneously: a coal-heavy utility may carry a very large historical cumulative footprint and rank among the biggest reducers because of aggressive coal retirements in the past several years. Reading the two rankings together gives a more complete picture than either in isolation, historical footprint and current trajectory are different questions, and the EPA data lets us answer both.
